PIAA lamps

I am wondering if anyone has purchased/used the PIAA lamps that are for
sale at a lot of specialty car shops..they run about $100 for a pair, and
claim they are the closest thing to HID (high intensity discharge) that you
can get..claim 3800k light temperature while hid is around 4200 or so.
Anyways, they use current than the stock bulbs, so heat should not be a
problem..and they are both DOT and SAE approved for use on the road. My
questions are 1) are they that much brigher than regular halogen or xenon
bulbs you can buy for $10 a bulb, 2) are they very durable, or will they
burn/blow out in a few weeks? Any experiences with these?
