Answer to question 3 - The stock relays are more than enough to handle more 
powerful lights.  I currently have the Hella double rounds and they do a great 
job.  And, there is a grill setup that you can use on your Jetta so you don't 
have to change the hood.  It is available through Strickly Foreign out of 
Allentown, PA.

Answer to question 5 - I added an additional leather wrap to my steering 
wheel.  Not only does it look good, there is more grip, thanks to the extra 
diameter added by the wrap.

Answer to question 6 - The Eagle GAs are horrible.  By changing the tires 
alone, you will find that the suspension is not that bad, but it could still 
be better.

No experience here.  I really want to get some hella rounds, but someone
needs to make a grille for those with the Jetta hood.

I'm not sure.  I know exactly what you're talking about.  You get more
used to it, but its still a little spooky.  I plan on doing a suspension
upgrade to make it more like an A2 GLI or something (like it should be).
