Nope. Champ doesn't pick last unless they have the best record. For example, Sac had the last pick in the 2002 draft and I don't recall any rings being delivered there.

Strict order of finish for the regular season outside the lottery.

i don't think so.  the champ picks last most definitely.  but the order will
be followed on how they finished the regular season standings.  so even if the
celts "win" over the pacers, they will still have the 15th pick overall
regardless.
