The 19th or 20th pick in the draft or the 4 million exception.
Or both. Draft a young PG like Phillips, Tinsley, Sasser, etc.,
and sign one as a free agent with the exception.
Milt's developed into a nice backup point guard, but he's
no starter. However, with the C's other draft pick or with
the exception they can find what you call "a primary
ballhandler".

Walker as a point guard is a forward with passing skills.
He's no substitute for a quality or even average point guard.
