RE: Salary idea



I think the idea is that the cap would be based on league revenues and 
be the same for every team.  It is true that small market teams will 
have a problem making money while trying to spend the same on salaries 
as larger ones.  That was why the cap was introduced in the first place.  
The problem, as I see it, is that with all of the exceptions that exist 
the cap has become the *minimum* you have to spend to be competitive, 
and not a cap at all.
