I think Pitino drafted Billups with the #3 pick because he was the best
player available with that pick, and Pitino felt that, given his options,
drafting Billups was the way to go.  

It is obvious that Billups is not (yet?) a point guard.  Dana is not
really a point guard either, though he has been doing an admirable job.
Tyus Edney is a point guard, but he is too short.

This team needed a point guard, and had a player valuable enough to offer
in exchange for one.
