Nope, it's both that are different actually. You can get a TV that is
multistandard, but if you stick a UK video tape in your US recorder, you will
get nothing...  On the other hand, if you have multistandard VCR, you can
direct the output to USA standards. You're correct about the scanning line
differences, but I think the tape even plays at a different speed as well...

So... the moral of the story is... if it ain't compatible, don't buy it...
