Aux. electric coolant pump problem

Last week I noticed the after run coolant pump wasn't working anymore. Ok no
big deal, get a new one. Yesterday I put the new one in, and....nothing! 

I manually turned the switch a la Bentley manual. The high speed fan works,
but the pump still isn't working. I checked all the hoses, and none of them
appear to be crimped or blocked in any way. There is coolant because when I
switched pumps coolant was dumped everywhere.

Any advice?
