Two things.

a) Getting a lawyer... you may not be able to get very far with a lawyer
(of course they'll tell you that you can, but they get paid if you win or
lose)... especially if the car was sold from an individual (i.e. not a
dealer). 

You may also not be able to get very far if you bought the car "as-is",
meaning, in the condition it is in, for better or for worse.

Your best chances in getting the car returned, is if you got it at a
dealership, there was some sort of implied warranty, and if the car had
gotten a paint job in the past six months, and was now flaking away. (in
which case your best bet is to go after the painting establishment)

b) As far as getting rid of the chips; well, you won't be able to
completely get rid of them unless you want to spend serious money to have
them fixed up. What you should do, at a minimum, is to take it by the
dealer, and have them give or sell you some touch-up paint for your color
(may not be possible if the car has been painted aftermarket).. then you
need to touch up all those spots to ensure your paint doesn't start to
rust and corrode under the chip, to make a bad thing worse.

So, not only should you at least get them touched up because they look
bad, you should do so because it's preventative maintenance. Whether you
want to take it to a shop where they can make it  "like new" or not is up
to how much time and money you have to spend to make it that way.
