30,000 maintanance

My '97 GLX has about 32,000 miles on it and I've been told that it needs a 
30,000 mile maintanance which includes:
    1)fuel filter
    2)air filter
    3)spark plugs
    4)oil, filter, AND drain gasket
    5)replace winshield washer fluid

They wanna' charge me $290 for that.  Does this seem high?  Would I need to 
buy a special socket to change the plugs?  How 'bout the fuel filter and the 
drain gasket--are these hard to replace?  How much does a K&N air filter cost 
and would you recommend it?  I'm a college student and kinda' poor right now 
so if I could avoid kicking down the $290 I'd appreciate it.
