It's perfectly normal to have a space between the bearing caps and the
tower. However, 1/2" or so may be a bit large. How many miles are on the
car? You may want to check your strut bearings, esp. if you are getting
any clunks over bumps or when turning at low speed. Mine were shot by
50k and I had them replaced along with my suspension.

It is also normal for the bearing caps to turn, as they are on top of
the strut *bearings*. You shouldn't worry until they *stop* turning :)
