Hay matt I don't have the garrett chip but, I have a few suggestions.  First
are you using 92 octane or higher?  Second if it was your fuel pump cutting
off the car would not bogg down it would just level off.  Third it might be
the chip if you rev up slow sometimes the stock chip will give you a little
higher rpm's.  BTW ain't 6200 the factory redline?
