It depends on the locality.  In Milwaukee County (WI), if you hire a lawyer, you
can usually get the ticket negotiated to a lower speed with fewer license points
lost in exchange for a stiffer fine.  This is because of problems they have in
collecting fines in a major metropolitan area.  The courts are willing to trade a
points for money.  Of course you then have to pay the lawyer $50-100 as well.
Actually I have had a friend who got picked up twice in two weeks doing 55mph in
35mph zones.  Believe it or not, his lawyer  got both reduced to "failing to
signal when changing lanes" but he paid twice the fine (I believe his overall
costs came to about $600.).  What a system!
