Not being a cop, but having ridden with one, using the Doppler tone to
estimate speed would be similar to estimating engine speed by the sound the
engine makes, its more of a relative measure than anything else. If you
establish a baseline tone (easy to do when you clock people every day) for a
certain speed, when you get a higher pitch than your baseline tone, you
start to show a bit more interest in a car.

Being an engineer, I was already familiar with the Doppler effect, so I knew
I was hosed.  I just never thought about using the frequency of the tone to
estimate speed.  Are you a musician?:-)
