My input on all this...

I'm sure if the bumper did end up in another VW that day, the thief is more
than likely reading these posts and his/her conscience is getting the best
of him/her. So with that, maybe the bumper will mysteriously reappear after
hours at the dealership. 

I wouldn't sit on this one, take that (liability) list and go through it,
contact each "signer" and ask them straight-up if they know anything about
it. If not at least the effort was given to find the culprit. 

Thieves usually end-up paying in the end...
