I was told it was for child safety seats, it's used to secure the seat with
a strap or something of that nature.  When I was a little kid my dad had a
bracket that he put on the rear deck of his Oldsmobile, it secured a harness
for me, that went over my shoulders.  Same concept?  I've also seen it used
to hold dry cleaner hangers.
