YES THERE IS A SPEED GOVERNER!!
In my stock '97 I got it up to what looked like about 135 on the speedo, but
by using my trip computer (after reaching the car's top speed, I reset the
comp, holding the speed, and then seeing average speed) I was only going 123.
I assume the trip computer is more accurate, since that's also what runs the
odometer.  I guess the speed governer must be at about 120 *real* mph.  I
gotta' get that G chip!
