I think he means it goes way deeper than DUIs, more to the root of the
problem.  By making alcohol illiegal till the age of 21/18, it is in a way
glamourized.  So when a person turns 21/18, they drink thier arses off and
have more of a tendency to drive drunk.  In europe, where drinking is
legal to anyone of any age, they never really blow up into the drinking
scene at any certain age, it is just always there, so it is no big deal
