back seat armrest

Upon delivery of my 97glx my back seat armrest would only fold down about
2 inches.  The service dept 'fixed it' saying they'd found a piece of
plastic lodged  in the back which 'must have fell in there during
assembly'.   I noticed a few months ago that once again the armrest no
longer folds down more than 2-3".  Reaching behind the armrest hasn't
revealed anything...
any ideas?
