Pardon me for being blunt, But your dealer is full of  shit!  I have a 95 GLX with cloth
seats and the all-weather package, ie Heated seats.  Now, before anyone says "well that
was 95", I had several dealers feed me that line of bull shit when I was looking for my
GLX.  They do this just to squeeze more money out of you.

Check VW web site it should describe all the options and there prerequisites.

Oh, by the way, much of the leather in cars today is dealer (not factory) installed.
This includes many Jettas I've seen.  And I believe the all weather package is a factory
item.  At least I can't imagine a dealer  replacing the mirrors, the seats, the washer
injectors, and installing and wiring the seat switch ( yes I know the wire harness is in
there).
