I saw yesterday two Jetta's with Xenon Bulbs. It was a blusish tint and 
blue on the ground but was not blinding when they drove head on.. Looks 
cool. So where can I pick these up?

more than likely there just blue tinted bulbs.  alot of places sell the bulbs as blue bulb, eventhough they're not.
