My 97 GTI VR6 does this when standing still, and also intermittently when
making a left turn.  I would describe my noise as a very light clunk.
Complained to dealer when I had my steering wheel straightened at about 1500
miles, and again at 5000 mile service.  Service manager said this was
"normal", I don't really believe him.  I drove 2 Jetta GLS "loaner" cars
from the dealer and they did not seam to make the noise, but I didn't really
drive that far.
