Euro and Plates

I had my Sidemarkers installed a couple weeks ago. I bought them from ABD. The
guys told me I can either have them on contiunous or have them blink? They can't
do both? Is there any truth to that?

Is there a legal type of plate for the US that looks european I heard there was?
