I have DirectTV plus the Fox Sports package.  I live in NJ but in order to
get the Celtic games you must subscribe to the NBA package.   I don't know
if this is offered on Dish.  The reason I subscribed to DirectTV was because
of the sports packages.   The only Celtic games blocked out for me are when
they play the 76ers because of some Comcast deal with the Sixers.
