I believe he does have a out clause for either 1999 or 2000.

How much cap

I haven't checked their salary cap lately, but I believe it to be
in the $2.5 million range.

There's a bunch of them: Vin Baker, Penny Hardaway, Terrell Brandon,
just to name a few.
