You are correct. The proposal that was sent directly to the players at
Christmas allowed for 10 year players to get up to 16.5 million per
year. But, that's an average over a 7 year contract. 7-9 year players
could get 12.8 million on average. These figures rise dramatically over
the life of the CBA and, in just two years a 7-9 year player could get a
contract that averages 16.3 million.
A good many of the specifics of the League's proposal can be found at

that these figures have been increased by Stern's "final" proposal,
yesterday. It's obvious, to me, that the league has set the upper
limits on contracts that will never happen (7 years for a 10 year
veteran? Right!). The real limit will be the 7-9 year category. But I
don't care. They are offering 54% of revenues. The lower the top
salaries, then the better the median will be, which is what the union
claim to be negotiating for.
I haven't seen any detailed account of any of the union's proposals. If
anyone has, please post the url.
