The Magic a couple years ago had a record of 40-42 or something and just
missed the playoffs and they somehow managed to get the first pick overall.
 They traded that pick to Golden State for Penny and something like 4 first
round picks.  I think Dallas had the worst record that year and ended up
picking 4th.
