I belive the procedure is the following: 
If the greek team comes with this kind of an offer for Radja and both Radja
& the C's are in agreement. The C's place Radja on waivers, and if in the
next 48 hours<could be 72 I am not sure>  no NBA team picks his contract.
Radja and the C's get to negotiate where they both terminate the existing
contract which will set both sides free. The celtics get the benefit of
entire 5.3 mill, as far as the cap is concerned. - MIshra
