RE: Christmas present for the C's



Anyone know what the rule is on this ?  When are teams limited on what they 
can offer players to re-sign them ?  Two good examples wold be Ike Austin & 
Michael Stewart.

I thought that this only applied if the team was over the cap limit.  If
the team had $ under the cap, I thought that they could spend whatever
they wanted, however they wanted.
