You're 1 fer 2 here.

There IS a rule prohibiting a team from getting the top pick in consecutive
years. This is the "Orlando Magic" rule. After getting the #1 pick in '92
and '93, they made this change. That is why Golden State couldn't get the
top pick last year, and why Philly can't get the top pick this year.

You are correct on the other rule though.
