I have a question.  Isn't there a rule stating that a team cannot
recieve the no.1 pick two years in a row?  If  this is correct, then
Toronto, Vancouver AND Philly would be ineligible for the no.1 pick. 
That would make the C's chances of getting it 41.38% not 36.31%
Would this be right?
