Yeah, The Who probably weren't even asked.  They're not superstars anymore.
They're stars.....but not superstars.  Michael Jackson is a superstar.
Madonna is a superstar.  The Rolling Stones are superstars.

The last time The Who were superstars was in 1982.  After that they became
money-grubbing, reunion-staging *ex-superstars.*  No one gives a fuck about
The Who anymore.  Except us.
