I don't think there is any formal, mainstream market for fanfics.  It's a 
very underground genre, and in many cases might infringe on copyrights or be 
subject to complaint because of the way it represents the characters.

Likely your best bet would be to self-publish it on a website.  You might be 
able to contact someone in the small press who had a similar interest and 
the resources to print and distribute it, but I've never seen anyone 
advertise for Who fanfic--TV shows tend to have the biggest following.  
Research might turn somebody up, but likely the website is your best bet.
