More changes to The Who Mailing list

Folks,

As you've all seen in the past weeks, there has been a dramatic increase in
off-topic and abusive posting to The Who Mailing List.  

I have been diving in Cozumel for the past week and not reading the list.
Upon my return, I was dismayed to see the current state of the list.  To
remedy the situation, I have taken steps to prevent abusive and off-topic
posts.  Additionally, some of the more flagrant offenders have been removed
from the list.
