"Who" in this case I think is singular, BECAUSE it's the name of a band,
which is one thing. :) That's my story, and I'm sticking to it.

I believe this is a case of British English/American English.  For example,
President Clinton would say "The government IS working hard...", whereas,
Queen Elizabeth II would say:  "My government are working hard..."
