Fang, if you have any evidence of criminal activity, it is your duty
as a citizen to go to the police. 

But if you don't have evidence of the sort, then you are going after
people on the suspicion that at some time in the future they just
might turn out to be criminals.

Now, let us look at Mark Chapman. Up until he pulled out a gun, he was
simply a fairly intense fan of the Beatles, like many others. But
under your logic, he should have been stopped in advance. The only way
to do that is to lock up all intense fans who show signs of disturbed
thinking.

Hmm...

I have it! Call the police and report Fang. We might be just in time
to save Peter Townshend's Life!!!
