The Who Mailing list is now digest-only

I have finished the changes to the mailing list to make it a digest-only
list.

I apologize for no advance annoucement, however, after receiving 50+ posts
from a single list member (you know who you are) in a little over an hour, I
decided that immediate action was required.

For folks already on the digest, nothing is different.

For thos who weren't on the digest earlier, you will now get your Who List
mail in a bundle.  Each bundle will contain about 25 of the most recent
messages to the list.

Subscription info changes _slightly_.  The preferred way is still
http://www.igtc.com/~pmm/sub_thewho.html.
