Well, certain facts are needed to answer this.  When was the IWF created?  When did it become an organization well-known to those in the UK?  When did Pete become aware that the IWF was a major force in this area?  Could be that Pete wasn't aware of the IWF and what it does in 1999.  Could also be that he wanted to contact the IWF but his lawyer told him not to because it could end up fucking him (which it has), and Pete decided on his own in 2002 to do so.
