I agree with a button I've heard of from decades that said:

NOTHING BUT THE WHO

The Who is on its own level...then there's the rest of rock and music in
general.

That said, my top 10 would be

The Who
Pete's solo work
John's solo work (especially factoring in the new songs that haven't been
released)

then, in no particular order:
Led Zeppelin
Little Feat
Eagles (any album PRIOR to Hotel California)
Fleetwood Mac (any album PRIOR to Nicks & Buckingham joining)
Aerosmith (selected songs -- don't care for Dream On)
Simon Townshend
Jethro Tull

Brilliant but erratic:
Moody Blues
Emerson Lake & Palmer
Patti Smith

Also, let me recommend a touring Japanese group called Kodo.  They're named
after an island where they all live and study drums.  They tour the States
every two years or so and will be here (Austin) in February.  The
compositions are mostly for drums; on a song here & there they might throw
in a flute or cymbals for some color, but most of them are just drums.  Not
every song (or composition) is a hit IMO, but within a concert they're sure
to get 5 or 6 that are just great.  Get 15 people in great physical
condition onstage whaling on drums ranging from 6 inches to 6 feet in
diameter in complex driving rhythms, and you've got something sure to
appeal to the same thing in me that responds to The Who's roar.  "Maybe you
too." :-)
