I have nothing to base this on but gut level hunch, but I think you are on to
something here.  I haven't had access to many of Pete's interviews, but it
seems like he wants to kill off the Who but can't bring himself to bury the
corpse.  Part of the problem might be our expectation to hear The Who as they
were, not as they are.  Bob Dylan is one of those artists who seems to
reinvent a song each time he plays it, and for me that was difficult at
first.  Now I've come to appreciate this and it has opened new avenues when I
play guitar. 

Should be an interesting thread.
