Intermittent signal failure?

My right front turn signal is mostly out.  But the reason I haven't replaced
it yet is that it is working maybe 30% of the time.  Since bulbs don't "come
back" (or do they?) it has me worried that this is some sort of electrical
problem.  Has anyone had this problem before?
