Porterfield makes a Jetta pad (something like $160/pair). You could also try
the Ferodo DS2000 for about half of that. I believe Mike Potter ran Ferodo's
on the One-Lap GTI.

When I asked at a local Porsche based motorsports shop about pads, the
response was "We use Porterfields. They work. Period." no more discussion
was necessary as far as he was concerned. I'll probably be using Ferodos
because of the price though.

It sounds to me like you need two things.  Better pads and brake cooling
ducts.  When the Redbox pad became available for BMW we had this discussion
for the E30 M3, basically what it comes down to is that they are more of an
Aggressive street pad and just can't cut it for track use.  Try and see if
Performance Friction or Porterfield makes a pad for the Jetta.  If that
won't work then you need more air at the rotor to help keep it cool.
