 The 99.5+ Cabrio is still a MK3 underneath - so it *should* work.  I'd think it would cost a fortune to do though using NOS parts.  I'd think that you would probably need a new core support, rebar, fenders, bumper cover, possibly a hood, grille, real MK4 headlights, misc trim, etc....  If you could locate a wrecked Cabby in a scrapyard for cheap, it would be something to look into.  I wouldn't want to buy all of those parts only to find out that they don't fit.
