Questions on 2000 Jetta

This questions is more waved to vw dealers or techs, but anyone's help will be great. I have a 2000 jetta and i am looking for the factory % of the tint on the windows. i see a 9 on the window right near the vw logo and stuff like that. now i dont know if that is it but, if it was.... bare with me hear and please let me know...and i were to put 35% tint that would bring me to a actual 26%, or it i were to put 20%, it would be 11%? is that right or no?
