It would probably depend on where you are. If you are in California, or
another state that does a visual inspection as well as emissions test,
forget it. You'll never make it past the visual. Otherwise, if you tune the
carbs _very_ carefully with the use of emissions testing equipment (most
mechanics should have a sniffer), you could probably get it past. Of course
it may not be the best tune for performance... 

I suppose you could get in touch with some British car owners about tuning
dual carbs, but their SU's would be different than Webers. Best bet would be
an old grumpy mechanic who was around before fuel injection became big.
