Thanks to all who made a comment... I think this is the whole story now...

Summary:

Those wheels are the 16 x 7" BBS  25th Anniversary edition GTI wheels for
the European models only.

These are RXIIs. They are available only as 17" and are pretty expensive

They're prototypes from BBS. Why don't you ask Bob Brown? The picture is of
them
at WF99 on his car... and they're 16"x7.5" I'm pretty sure...

They're BBS RX2.  Bob got a swell deal on them
through VW Sport USA, a.k.a. 1551 Design.
