Chuck-

When they did this change they were changing overall tire diameter...which
really messes things up.  When you put 16" rims on your VW with 45 profiles
its keeping the overall diameter close to the same making only a minor change
in speedometer readings.  Nothng that is not bad at all  +/- 3mph.
