a. No, if you don't want to replace your hood, you could buy
a hood extension (or grill extension) with a golf grill from
parts4vws.com or strickly foreign.

b.  The dual round conversions were developed in europe for the
golf which is more popular than the jetta(vento).  It wasn't feasable
to make it for the jetta.
