11.828 L/100 km is 20 mpg.  Reason comparison looks weird is because of the
size of a L vs. gal. (not enough variation if kpl or gal/100 mi).

Divide L/100 km by 100, then multiply by 1.6 to get L/mi.  Divide by 3.785
to get gal./mi.  Invert (1/x).
