95 Jetta GLX overheating

Hello,

 

This summer the jetta will overheat with the ac on in anything but highway driving when the temps are in the 90's.  I had it into the dealer a couple years ago and they said everything was working properly, and they couldn't duplicate the problem.

 

So.....

 

1)  How many speeds does the radiator cooling fan have?  Mine comes on immediately when turning on the ac and runs at that same speed no matter what the engine temp is.

 

2) Could the Thermostat be bad?  Does it typically fail to open when it starts to fail?

 

The cars symptoms are that it will run with the temp needle straight up while the oil temp heats up to 240 or so.  A that point, if you stop for a stop light the water temp needle will head up to the 230 range very quickly.  Any pointers would be appreciated.
